Com. Shiva Gopal Mishra GS AIRF, Unanimously elected as Secretary of Staff Sid, National Council (JCM)

Com. Shiva Gopal Mishra, General Secretary, AIRF (All India Railway Federation) heartfully supported the GDS to include in 7th CPC and caused to include the item in the Terms of Reference proposed for 7th CPC and submitted to the Govt. from Staff Side JCM. After the Govt. announced the ToR without considering the proposals of JCM, again this Leader wrote to Govt. to honour the Terms of Reference proposed by the JCM (staffside). 

Our CHQ conveys its heartfelt congratulations on his selection for Secretary, Staffside, NC (JCM).
Our Postal Federations Secretaries General, Com.M.Krishnan,  Sri D.Theagarajan were already nominated as Members of National Council, JCM.

We hopefully awaiting for the best,  the inclusion of GDS in the ambit of 7th CPC will be taken place, despite the malicious agreement made by the so called recognized GDS union's leader with  the DoP.

New Delhi: 13th March, 2014 – The Staff Side of the National Council (Joint Consultative Machinery), in its meeting held on 11th March, 2014 to condoled the sad demise of Late Shri Umraomal Purohit, Secretary, Staff(NC/JCM), had unanimously elected Shri Shiva Gopal Mishra, General Secretary, All India Railwaymen’s Federation, as Secretary, Staff Side, National Council (JCM).
This post was vacant due to sad demise of Com. Umraomal Purohit on 27th February, 2014, who held this post for more than three and half decades.
The JCM is an umbrella organisation for about thirty six lakh Central Government employees working in different departments, such as Indian Railways, Defense (Civilian), Postal, Cabinet Secretariat, Income Tax etc.

Subject:- Extension of CGHS facilities to retired BSNL employees.

Sir,

Reference is invited to BSNL’s letter Nos.BSNL/Admn-I/14-15/9(pt.) dated 09.04.2012 and dated 11.1.2013 regarding extension of CGHS facilities to retired BSNL employees. The matter has been examined in consultation with the Ministry of Health & Family Welfare and it has been decided that :-

i) The retired employees, who are in receipt of Central Civil Pension/Pro-rata pension only from Central Civil Estimates are eligible for joining CGHS, other retired employees of BSNL arenot eligible for CGHS.

ii) Since CGHS is in operation only at 25 select locations in the country, the retired employees of BSNL who are in receipt of Central Civil Pension and therefore eligible for CGHS facilities, may also be considered for providing with an option to choose either CGHS or BSNL-MRS post retirement as per their convenience, in recognition of their services rendered to DoT / BSNL.

2. However, it may be noted that the retired BSNL employees who opt for CGHS would have to pay the requisite fee to CGHS as applicable to Government retirees.

3. This issues with the approval of Secretary (T).

There have been reports in the Media that private hospitals on the panel of CGHS are denying credit facilities to the eligible CGHS beneficiaries for delay in settlement of hospitals bills. Lower package rates and inadmissible deductions etc. have also been reported to be the other reasons for withdrawal of agreed cashless /credit facilities.

In this regard, the CGHS beneficiaries are advised not to be guided by such misleading information. Delay in payments in the last quarter of the financial year due to budgetary constraints is not a new phenomenon and the hospitals are aware of it. Ministry of Health and Family Welfare has taken special steps and the pendency is likely to be cleared within a week.
CGHS has already invited bids for revision of package rates through a transparent tender process. The last date for submission of bids is 10th March, 2014. Measures have also been taken to streamline the payment related issues in the ensuing empanelment process.
The Ministry of Health and Family Welfare will ensure that the CGHS empanelled private hospitals continue to extend cashless /credit facilities to the eligible CGHS beneficiaries in compliance with the terms and conditions as laid down in the Memorandum of Agreement signed by them with CGHS. As per the information received by the Ministry, most of the private hospitals are continuing to extend the cashless facilities to the CGHS beneficiaries.

INTERNATIONAL WOMEN’S DAY CELEBRATION NEW DELHI : DATED 07.03.2014

            On the occasion of International Women’s Day, the Women’s sub-committee of the Co-ordination Committee of Central Government Employees and workers, Delhi State had organized a Seminar on 7thMarch 2014. The subject of the Seminar was “working women: Contemporary Problems and Their Solutions”. The function was held in the Library Cum Conference Hall, Town and Country Planning Organization, I.P. Estate, New Delhi and it was presided over by Com. (Smt.) Geeta Bhattacharjee, Chairperson, Women Sub-committee,  Co-ordination Committee of Central Government Employees and Workers, Delhi State. Com. Ashok Kr. Kanajia, who is the Working Chairman of Co-ordination Committee was also a part of the presidium. Mrs. Sujata Chaudhry, General Manager (BD), Department of Post, Dak Bhawan, New Delhi, Mrs. Neena Nigam, Commissioner of Income Tax, Delhi and Mrs. Promla Bhalla, Associate Town and Country Planner Delhi participated and expressed their views on the subject. Representing Confederation, Com. R.N. Parasar, Asstt. Secretary, Confederation addressed the house. Com.(Smt.) R. Seethalaxmi, Convener, National Women Committee of Confederation of Central Government of Employees and workers spoke representing her organization. Com. (Smt.)  Kamlesh Kumari, Convener, Women Sub-committee, Co-ordination Committee of Central Govt. Employees & Workers, Delhi State, summand up the views presented by different speakers.

          In addition to Office Bearers and State Committee members of Co-ordination Committee, Delhi State, women Employees from Department of Post, Civil Accounts, Country and Town Planning, Printing and Stationery, Income Tax and various other departments attended the Seminar.

          Vote of thanks was offered by Com.(Smt.) Asha Chandra, Organizing Secretary and one of the Committee members of the sub-committee of Co-ordination Committee of Central Government Employees, Delhi State.
